Are there any plans to increase the bitrate above 320kbps on the Radio 3 stream, and whatever it is on Radio 2?

I'd guess probably not, at least in the fairly short term. Do you feel there's a need for it? With slightly more than a doubling of bit rate they should be able to stream in a lossless format. How many of us could reliably use that or detect any better quality?

it might cause more problems for the BBC than it solves, as it could show up problems in the source material. OTOH in about 5 years I'd epxpect broadband to be better, and costs/transmitted bit to be lower, so the marginal cost of switching it in then might not be much. In ten years the extra costs might be insignificant.
