It's a sign of the times, isn't it? Somebody somewhere has said why do we need to spend out on a 35-piece orchestra when we can use that cash to add an extra lining to shareholders' pockets, and when nobody will notice the difference anyway if we use samples at a small fraction of the cost? The beancounters are inheriting the earth.
