How can baby oil stick to anything, let alone Shakespeare?

Well - I'm not really making any headway, apart from a composer contemporary of Shakespeare's who shares his name with a Blues guitarist who sold his soul to the devil. The Tempest fits, but the "encounter" and "few notes opera" has me baffled.

It's "Encounters". I guess what constitutes a few notes is disputable, but in this case it's precisely 20% less than a handful

So a fantasia on four notes or somesuch? Is there more than one composer involved here?

Four notes is correct. One composer - contemporary. The Encounters are fairly recent too.

                        Cloughie, follow ferney's lead.
