I don't know if anyone else has this problem with this Windows app - basically, all the music I download gets played on Groove Music but if I try to create and/or add music to a playlist, nothing appears in my downloads.
I manage to get by simply by clicking on the next track of an album in File Explorer, but this obviously disrupts the flow of things where you want each track to flow seamlessly into another (attacca).
All the downloads are on File Explorer but not on Groove Music - that is the mystery.
