Steve Allen was "raised on the south side of Chicago"

was he a "South Side Irish" ?

Well, you seem to have already qualified, seeing as you've correctly identified the link and two of the works.
If I may summarize while Mr Allen's link with the South is established:
In the winter of 1903-4, the Elgar family holidayed on the Italian Riviera, and on their return to England EE composed his concert overture 'Alassio (In the South').
'Roses From the South' is a medley of Strauß waltzes.

Steve Allen was not just a comedian and TV host, he was also a composer.

is there something called South Rampart Street Parade by him ?

trawling through the internet can be painful sometimes

I have to go offline for a time, so may I suggest that mercia sets a 'T' question, and I will announce/confirm Steve Allen's Southern connection later?
                            INSTANT EDIT:
Well done, mercia! Steve Allen's numerous compositions included a number of film scores - and 'South Rampart Street Parade'.
